The Non-Profit Organisations (NPOs) in Albania are operating in an increasingly challenging environment. The legal framework often remains limited and does not align with the real needs of the sector.

Public funding is insufficient, and with the withdrawal of bilateral donors and the reduction of foreign aid, the challenge of financial sustainability has deepened, putting at risk the continuity of many services and their essential role in the social, economic, and democratic development of the country. Furthermore, the participation of NPOs in decision-making processes often remains formal rather than meaningful, limiting their potential to enhance democracy, accountability, and civic participation.

These challenges hamper the country’s progress in achieving the goals of the European integration agenda and standards, where an empowered and actively engaged civil society is essential to advancing democratisation and the rule of law.
