The activity follows the several months work of Beyond Barriers and the National Resource Center to identify and assess the problems and challenges that civil society organizations and informal groups face during the implementation of the legal framework for volunteering.

This event aims to contribute to the debate on the further development of volunteering in Albania, bringing an overview of the legal and regulatory framework of volunteering in the country, countries of the region and some European Union countries, as well as sharing experiences and perspectives on this issue by experts, civil society organizations as well as representatives of governmental and international institutions. The event also aims to encourage participants towards an enabling environment with a collaborative approach of all stakeholders and interest groups.

The event will bring together civil society organization, activists, donors, and public institutions in four panels to discuss on important issues concerning volunteering: (1) Legal framework, policies and structures for volunteering in EU and Western Balkan countries – Good practices and challenges (2) State of Volunteering in Albania: Legal framework, policies and structures in place for their implementation (3) Solidarity (not) only in times of crisis” – Civil Society Organizations Practices of Volunteering and Solidarity (4) Supporting and encouraging volunteering and active citizenship.

Each panel will bring the experience and expertise of guests from the Western Balkans, Europe and Albania by providing an overview of the challenges and opportunities of volunteering, combined with good practices that can further encourage the development of volunteering policies and programs, as well as improving related legislation.

The event will also serve for the networking of CSOs and other participating institutions, offering them the opportunity to generate contacts, present their activity and specifically discuss the possibility of future partnerships for the development of activities in this field.
