 The aspiration for the level of full transparency is based on a general belief that democracy is the rule of the people and that elected representatives are temporary executors of decision-making tasks, but are accountable to the citizens. Defined in this way, it requires public authorities not to keep citizens on an equal footing with decision-makers and to provide citizens with information, at the same time as the rest of the administration.
 Influencing the Albanian legislation for various recommendations regarding transparency;
 Transparency is a fundamental element of eliminating corruption. Transparent governance is important for central and local governments and the communities they serve, because corruption threatens good governance, leads to misallocation of resources, harms public and private sector development, and distorts public policies. Controlling corruption is only possible when the government, citizens and the private sector cooperate to ensure transparency.
 Transparency is the principle of allowing those affected by administrative decisions to know about the resulting facts and figures (eg city budget) and about the process that resulted in those decisions. Transparent governance means that government officials act openly, with citizens’ knowledge of the decisions the officials are making.
 The availability of information on government policies and actions, a clear sense of organizational responsibility, and an assurance that governments are administered efficiently and without systemic corruption are important components of transparent governance.
